B-52 Modernization Crosses Two Key Acquisition Thresholds
The Air Force has moved the bomber’s engine replacement into development and its new radar toward production, extending a Cold War platform’s strategic life.
The U.S. Air Force has advanced two major B-52 modernization programs, moving the bomber’s Commercial Engine Replacement Program into engineering and manufacturing development while authorizing low-rate initial production for its radar upgrade. The decisions, disclosed September 15, mark a significant step in an overhaul intended to keep the Cold War-era aircraft operational through 2050 and beyond.
The engine program, approved at Milestone B on June 1, can now proceed into the phase where prototypes are built and tested. Rolls-Royce’s F130 engines are intended to replace the B-52H’s aging TF33 powerplants, which have supported the aircraft since the 1960s. The Air Force says the replacement should improve fuel efficiency, reliability and maintainability, but the program still faces testing, integration and schedule risks.
The radar effort passed Milestone C on August 21, allowing production to begin. It will replace the bomber’s legacy analog AN/APQ-166 radar with the active electronically scanned array AN/APQ-188. The change is more than a sensor refresh: a modern radar can improve navigation, targeting, weather penetration and the aircraft’s ability to operate in an increasingly contested electronic environment.
Why it matters
The B-52 is often described as a legacy aircraft, but the modernization plan treats it as a long-term component of the United States’ nuclear triad and conventional strike force. Extending the platform’s service life gives the Air Force a large, familiar aircraft capable of carrying long-range weapons while newer B-21 bombers enter service.
That creates a bridge between the current bomber fleet and the future force. The B-21 is designed around stealth and survivability, while the B-52 provides payload, range and flexibility. Together, they are intended to give U.S. commanders different options as air defenses, missiles and electronic warfare systems become more capable.
The upgrades also carry industrial significance. Boeing, Rolls-Royce and Raytheon are involved in the modernization effort, making the program a test of whether the defense sector can integrate new engines, radar, digital systems and weapons without turning an established airframe into an extended redesign project.
What remains uncertain
Progress through acquisition milestones does not equal operational readiness. The Air Force still must complete developmental testing, resolve integration problems and demonstrate that the new systems perform under realistic conditions. A July Government Accountability Office review warned that the engine program had experienced cost growth and schedule delays, and that limited developmental flight testing could increase technical risk.
The timeline also matters. Keeping B-52s credible into the 2050s will require sustained funding, maintenance capacity and trained crews. It will also require the aircraft’s weapons, communications and electronic-warfare systems to evolve alongside the engine and radar.
The latest decisions therefore represent momentum, not completion. They show that Washington is still investing in a mixed bomber fleet rather than choosing between legacy aircraft and stealth replacements. The harder test will be whether the Air Force can deliver the upgrades on schedule while preserving the B-52’s availability and credibility in a more contested strategic environment.
