HawkEye 360 and Leonardo Build Europe’s Signals Layer
A new partnership aims to combine commercial RF satellites with Leonardo’s defense systems, turning radio-spectrum data into a sovereign European capability.

HawkEye 360 and Leonardo have signed a memorandum of understanding to develop what the companies describe as a sovereign, multisensor intelligence capability for European customers. The arrangement would integrate HawkEye 360’s space-based radio-frequency sensing with Leonardo’s geospatial and intelligence, surveillance and reconnaissance services, including capabilities operated through Telespazio and e-GEOS.
Under the initial plan, Leonardo would lead data integration and institutional engagement across Europe. That distinction matters. This is not an announcement of a completed defense contract, a new satellite launch, or a guaranteed procurement program. It is a framework for combining commercial sensing and established European defense channels. The commercial significance lies in the architecture: a privately collected data stream could become part of a European-controlled intelligence service without requiring every customer to own and operate its own orbital RF fleet.
HawkEye 360 also announced a first European subsidiary in Luxembourg on September 15, giving the company a local corporate base for work with European governments, allies and industrial partners. The two announcements reinforce each other. Why it matters
Radio-frequency intelligence occupies a strategically important layer between visible imagery and classified national collection. Satellites that detect, geolocate and characterize emissions can reveal maritime radar activity, communications patterns, navigation signals and other indicators even when an object is difficult to see optically. That makes RF data useful for monitoring vessels, identifying changes around military sites and building a more complete picture of activity in contested or poorly observed areas.
The partnership’s deeper importance is that it addresses Europe’s recurring problem of fragmented defense capability. European governments are increasing spending and cooperation, but their systems, procurement rules, security classifications and industrial bases remain divided by country. A shared RF service, if it becomes operational, could give multiple governments access to a common data layer while allowing them to retain national control over how the information is used and fused with domestic systems.
It also reflects a broader change in the economics of defense space. Governments no longer need to choose between building every sensor themselves and buying generic commercial imagery. They can assemble mission-specific capabilities from commercial satellites, analytics companies, cloud infrastructure and established defense integrators. In this model, HawkEye 360 supplies persistent collection and processing, while Leonardo supplies the institutional access, integration expertise and customer relationships needed to turn data into a defense product.
The European angle is especially significant because RF data can be politically sensitive. A foreign commercial provider may offer valuable coverage, but customers may still demand local governance, controlled access, data-residency assurances and a clear role for domestic industry. Leonardo’s participation could help address those concerns. HawkEye 360’s Luxembourg subsidiary likewise signals that the company believes proximity to European institutions and industrial partners will be part of the sale, not merely a legal formality.
For defense planners, faster conversion of raw signals into usable intelligence may be as important as collection itself. HawkEye 360 and ERA, a Czech passive-surveillance company, separately announced a collaboration intended to automate terrestrial and maritime radar products derived from HawkEye 360’s RF data. That points toward a wider commercial strategy: build a pipeline in which satellite collection, automated geolocation, radar processing and customer workflows are connected rather than delivered as isolated datasets. The strategic bet
The bet is that European defense customers will pay for speed, persistence and interoperability. Traditional intelligence systems can produce highly valuable information, but they are expensive, capacity-constrained and often difficult to share across alliances. Commercial RF services may provide a complementary layer that is more scalable and easier to distribute, particularly for routine maritime monitoring, border awareness and early-warning missions.
The model could also strengthen European autonomy without requiring complete technological self-sufficiency. HawkEye 360 remains a U.S. company, so the arrangement is not equivalent to an entirely European sovereign capability. Yet European control over integration, tasking arrangements and customer access could still reduce dependence on ad hoc foreign data purchases. The practical question will be how much of the system’s collection, processing and governance can be localized while preserving the quality of a global commercial network.
Leonardo’s role gives the announcement more weight than a typical startup partnership. The company is already embedded in European aerospace and defense programs, and its involvement creates a bridge between an emerging commercial data provider and the procurement structures that determine whether a capability becomes operational. But an MoU is still an early-stage instrument. It demonstrates alignment, not funding, deployment or customer commitment.
What remains uncertain
Several issues remain unresolved. The companies have not disclosed the size or duration of the commercial arrangement, the number of European customers involved, the geographic scope of reserved RF capacity or the timeline for operational delivery. They also have not specified which Leonardo systems will receive the data, what classification rules will govern the resulting products or whether European governments will finance dedicated collection.
Technical performance will matter as much as institutional design. RF sensing can identify patterns that optical imagery misses, but it also produces large volumes of noisy and ambiguous information. Weather is not the only challenge: crowded electromagnetic environments, spoofing, encryption, intermittent transmissions and rapidly changing emitters can complicate attribution. Automation may accelerate analysis, but it cannot eliminate the need for expert validation when intelligence informs military decisions.
The partnership must also prove that commercial data can meet defense standards for reliability, latency, cybersecurity and continuity during crisis. A capability that works for peacetime maritime awareness may not be sufficient during conflict, when adversaries may deliberately alter emissions or attack the networks that distribute intelligence.
Still, the direction is clear. Europe is moving toward defense architectures that blend sovereign systems with commercial space data and software. HawkEye 360 and Leonardo are attempting to make RF intelligence part of that blended stack. Whether the project becomes a widely used European service or remains a promising framework will depend on contracts, technical demonstrations and governments’ willingness to share a common data layer. The announcement is consequential because it tests that model in one of the most strategically contested parts of modern defense technology: knowing who is transmitting, where, and what those signals reveal.
